The ins and outs of arriving into Canada by air and land

The travel landscape in Canada is everchanging due to COVID-19, however, significant rules have come into play in recent days, which affect most travellers arriving into Canada. Here we will outline the rules for those travelling by air or land and what exemptions there are for each.

Arriving to Canada by air

There are five major rules for those arriving to Canada by air right now: 

  1. Get a negative PCR COVID-19 test 72 hours before departure. 
  2. Submit your quarantine plan using the ArriveCAN app 
  3. Take a COVID-19 test upon arrival in 1 of 4 airports in Canada where international travellers are able to land: 
    • Toronto Pearson Airport (YYZ) 
    • Calgary International Airport ( YYC) 
    • Montreal Pierre Elliot Trudeau International Airport ( YUL) 
    • Vancouver International Airport (YVR) 
  4. Quarantine at a government-approved hotel for three days 
  5. Quarantine at home for the rest of the 14 days if your test is negative and complete an at home test kit as instructed, or at a quarantine facility if the test is positive.

How to book a hotel  

The Government has created a webpage, which details what hotels are included and how to book them. Bookings cannot be made directly with the hotels.   

If your flight to Canada is scheduled within the next 48 hours, call to reserve and pay for your mandatory 3-night hotel stopover: 

  • 1-800-294-8253 (toll-free within North America) 

  • 1-613-830-2992 (collect outside of North America) 

Regular hours of operation: 8 am to 11 pm ET, 7 days a week. Calls received after hours will be limited to emergencies. 

Additionally, some hotels now offer direct bookings, which is noted next to the select properties on the Government of Canada website.

You'll be able to choose from the listed hotel locations and be required to provide: 

  • traveller name(s) 

  • date(s) of birth 

  • gender (male, female, or undisclosed) 

  • arrival city and date 

  • payment information 

  • special requests and accessibility concerns 

  • pet information 

  • email address 

Travellers will receive email confirmation of their accommodation within 4 hours of booking. 

Costs of these hotel stopovers may vary by location. The price will include costs associated with the: 

  • food 

  • room 

  • security 

  • transportation 

  • infection prevention and control measures

Arriving to Canada by land

Just as there are regulations to follow when arriving into Canada by air, the same is true when arriving at one of the many land borders. Those arriving into Canada through a land border must: 

  1. Get a negative PCR COVID-19 test 72 hours before departure. 
  2. Submit travel and quarantine plans into the ArriveCAN app 
  3. Take a test on arrival at the border you cross 
  4. Quarantine at home for 14 days and take an at home COVID-19 test as directed by border officials.

Who is exempt from quarantine?

You may be exempt from the mandatory quarantine requirements under certain conditions, including if you: 

  • provide essential services 

  • maintain the flow of essential goods or people 

  • are receiving medical care within 36 hours of entering Canada (non-related to COVID-19) 

  • regularly cross the border to work 

  • live in an integrated trans-border community

Who is exempt from testing?

Most travellers must take a COVID-19 test pre-entry and on arrival, however, there are certain exemptions that apply, which for those arriving by air and by land
